Mit der rasant voranschreitenden Globalisierung wurde jedoch deutlich, dass die Bevölkerungszahl nicht der ausschlaggebende Faktor ist, der eine Stadt zu einer Weltmetropole macht. So entwickelte Mitte der 80er Jahre Friedmann seine „World City-Hypothese“, nach der die Bedeutung von Städten vor allem nach dem Grad ihrer Integration in das weltwirtschaftliche method gemessen wird, wobei nicht das Produzieren von Gütern entscheidend ist, sondern die Kontrolle von Produktion und Märkten. Obwohl es keine allgemeingültigen und eindeutigen Indikatoren gibt nach denen dies gemessen werden kann, haben sich einige überzeugend und brauchbare Indikatoren herausgebildet, nach denen unterschieden wird zu welchem Rang eine Stadt gehört, so z.B. :
