Diese Arbeit zielt nicht auf eine sozialwissenschaftliche Theoriebildung, sondern auf die Darstellung der Komplexität politischer Kommunikation in der modernen Mediengesellschaft während der Wahlkämpfe. Eine umfassende Darstellung von Medien bildet dabei Anfang und Ausgangspunkt der Arbeit.
Der Übersichtlichkeit wegen wird diese Arbeit in drei eigene, durchaus separiert zu betrachtende Stränge geteilt, die jeweils in den Gesamtkontext einzuordnen sind. Der erste Teil besteht aus stärker theoretisch betrachteten Teilen. Dabei wird folgendermaßen vorgegangen: Zunächst wird in einer theoretischen Hinführung ein Überblick über das Verhältnis von Politik und Medien in Deutschland gegeben. Sowohl die Funktionen und rechtlichen Grundlagen als auch das Verhältnis der beiden Systeme zueinander werden untersucht. Dieser Abschnitt dient dazu, Begrifflichkeiten und Hintergründe zu erläutern, auf denen die weitere Untersuchung aufbaut.
In dem sich anschließendem Abschnitt werden die Rahmenbedingungen skizziert, unter denen Wahlkämpfe in Deutschland stattfinden. Zu diesem Zweck werden die wesentlichen Merkmale von Wahlkämpfen weiter präzisiert und die dabei verwendeten Medien unter dem Aspekt ihres Einsatzes untersucht. Dabei werden auch die Aspekte des Medienwandels unter Berücksichtigung der verschiedenen Ansätze der Wahlforschung, so u. a. Begriffe wie Amerikanisierung, Modernisierung, Professionalisierung in Betracht gezogen und untersucht.
Im letzten Teil dieser Arbeit, der die Darstellung und examine der Wahlkämpfe von 1994, 1998 und 2002 beinhaltet, erfolgt eine Darstellung der Ereignisse unter Bezugnahme der eingesetzten Mittel und Methoden. Ziel ist es dabei, die zunehmende Politikvermittlung durch die Medien chronologisch zu protokollieren.
